I would feel like they didn’t really feel the way I felt about them , and just let it go , and no longer tell them I love you anymore , until they said it to me next. Most people have a hard time saying I Love you because each person takes those words in a different way , so if they never said it back after I said it to them , then I would debate on whether I wanted to continue seeing her or not. I would just consider her a friend and nothing more , if she never said it to me back, I wouldn’t hate her , I just wouldn’t continue pursuing her , if I meet someone else during that time , I would end it with her and start pursuing the other girl instead. Saying I love you shouldn’t be a hard thing to say if you truly love someone , We aren’t mind readers so if someone wants to continue seeing you , it would be up to them to make the next move , if not? Oh well , shit happens
In fact, it happened to me at 17yo, She wasn't silent after my statement though, she was mildly annoyed. She then lectured me about why I shouldn't tell her that, she invoked some kind of magical rule book of hers to tell me I wasn't doing things by the book. One of the biggest mental slaps I ever received. Well, mental, emotional, physical, everything. That was tough.
When someone says I love you for the first time to someone I believe that the person they are saying it to should say it back when they are ready.
When my last boyfriend said I love you to me, I didn't say it right back.
I wanted to surprise him when I said it back.
One day he was going out the door to go somewhere and before he closed the door, I said "wait" so he just stood at the open door and looked at me like "What"? And that's when I said I love you to him.
It was classic!
When my now husband said it for the 1st few times I didn't say it back. He said he obviously had to try harder lol. I would never say that unless I was 100% sure I ment it and it took me a little longer.
Diving into the deep end of emotions and coming up not hearing the echo of "I love you" back can sting a bit, can't it? It's like sending out the most vulnerable part of you on a solo mission and watching it drift in space without a buddy. But before letting that feeling turn into a dramatic love song, remember that every person has their own pace when it comes to opening up and sharing those three little, yet massive, words. It doesn’t necessarily wave a big red flag or mean they’re about to ghost you. Maybe they’re just not there yet, or they want those words to carry the weight of the universe when they finally say them back. The key? Keep communication lines open, as clear and sparkling as your intentions. Love is a dance, not a sprint, and sometimes one leads while the other learns the steps. 😜

He doesn't say it back, I've seen him try so hard to say it and the words get stuck in his throat and he begins to panic and asks me "you know how I feel about you right?" I do, so I don't push it. He's not good with verbal affection, terrible in fact. But the first time kind of stung till I saw him digging and trying to explain what he was feeling. He's gotten better at words of affection and emotions, but they're difficult. Sometimes he says something and I tell him "yes I love you too." And he smiles with a look of relief because I understood.
That probably wouldn't happen because it's very doubtful I'd say it first. But I'll play devil's advocate here. If that rare instance happened I wouldn't hit the panic button right away. But I'd give it a little time and if I didn't hear it back I'd probably start losing for cracks in the relationship. I think most people would.
I'd feel like they aren't ready to say it yet and that's okay. Some people need more time than others, it's weird to expect to feel the same things at the same time
I wouldn't really care, tho I might feel a little hurt but maybe they just don't feel the same way yet, and I appreciate they aren't willing to lie to me.

I do not think that the other is required or compelled to say it back. I would prefer that they are honest rather than lying about it
I would wonder why, but, I'm sure they just need time. Sometimes saying it in the heat of the moment, can often bring about unwanted feelings
