So he didn't mean it platonically when he said it during sex. That is one circumstance where there is no ambiguity about what he meant. If it was during sex, then he meant romantic love (whether he really felt it is another question. He thought he meant it when he said it then though)

The one during the breakup is equally unambiguous because of the situation. This is platonic.

Platonic insofar as it doesn't mean I am currently in romantic love with you. It's more akin to "I care about you very deeply" but not in a romantic way. So it isn't incongruent with it being "challenging for deeper romantic feelings to grow." It's not that kind of love. Not when someone is breaking up with you. It means platonic, not romantic Love.
