Would you revisit the idea of a potential relationship with someone you've known but never dated?

If there's someone you've been on and off with for a while (platonically) and you know they were interested in you at some level in the past... would you revisit the possibility of a romantic relationship or is it too late.

(When is it "too late"?)

If we liked each other in the past and there's still chemistry there, I'd try.
If we liked each other in the past but there's no strong chemistry, I'd skip it and just be friends.
If too much time has passed (over a year) there's no point trying.
If the other person dates around too much there's no point in trying.
