Well, you are asking 2 different type of questions and both are contradictory to one another.

Being in love with someone else while having a partner is very disrespectful, inappropriate and very wrong and unfair towards their partner.

However, if they are divorced then logically the relationshis has ended and after divorce if the decide to move on, date or love someone else then it is not wrong at all.
