So, there's this guy, i have deep feelings for..

He is mostly nice to me, but sometimes he ignores me, avoids my contact..

Why does he do that? How do I make fall in love with me?

Or does this mean he's in love with his ex?

We can't "make" love happen, part of it is trust. You have to "fall" into it and trust they will like you as much as you do them... Its not knowing what will happen, and that feeling when they choose you!

I understand. You really cannot make a guy fall in love with you. Not by force be it directly or indirectly. All you can do is be the best version of yourself, be nice, be caring and understanding towards him.

If he really has interest in you then it is possible he might start liking you someday which might proceed towards love. However, please know that there is no guarantee of this either. Hence be practical with your expectations.

As for him being in love with his ex. Well, if that is the case then obviously he might be planning on how to get back together with his ex.

You can't MAKE a guy fall for you. And if he's already ignoring you, don't bother with him.
