we had the talk a month ago and he said it was a big step and needed sometime to think about it and that he wants it eventually. he also just got out of a long term relationship a week before he met me. I never brought it up since. so is this his way of saying he's ready?

Hmm OK. But often with people. Holding hands in public is a way of marking that you are a couple. Boyfriend, girlfriend. Anyways, try to do the same thing he did and call yourself his girlfriend in a conversation. See if he says anything.
