He might think that there's no way to express how he feels for you. It's too deep for him to put into words, or act out with deeds.

Most of us want a woman to understand us, and expect that it would never happen. Not because a girl couldn't get us - just that we can't really emote the way we should.

Maybe if you got to really know him, to the point of finishing his sentences, he'd be able to show and/or tell you what he really means.
