It's similar to "tell me you love me." When someone responds to that demand, it's seen as empty, as it wasn't freely given. If you don't want to appear desperate, tell people what you love about them rather than just stating you love them.

But it's different for each person. You'll probably get responses saying you can say it too much and there's bound to be people who don't like hearing it a lot. Which is sad.
