Is it ever too late to introduce yourself?

Such as if you've talked to someone a couple times in passing but aren't at any sort of level where you can just talk to them?

There's a cute girl at my work, I've smiled at her and said "hi" a few times, and also talked with her very briefly on a couple occasions. And now it feels like I know her too well to introduce myself proper, while at the same time I don't know her well enough to go up to her and initiate a conversation without it being awkward and random... Does such a limbo phase exist, or is it never too late to pull a "Hi, I feel like I see you around all the time, but I don't think we've officially properly met; I'm ___" ?

Now do this ( I doubt you will so here's the challenge) Go right up to her and say

"I was thinking about you last night (while I was talking to a bunch of strangers all around the world)and I just couldn't figure out your name. Will you please give me your name otherwise 8 million people will kick my ass"...

That should be a great icebreaker and I doubt the conversation will end with a simple one word answer. It's almost a guarantee she will be curious to wonder how special you are to know 8 million people in the first place.. kudo's to you for sure,lol

Oh yes. That's because you don't move so fast so she thinks that you're not interested thus she kind of move on and places you in the friend zone.
