With you, there's more emotional investment. It's harder to be more physically intimate with someone you have feelings for. With other people, you can always play it off as nothing more than flirting.

You should talk to him about it if it makes you uncomfortable... He should know what your boundaries are, and what you believe his should be as well.

Ask him. Maybe he is afraid that it will lead to more and he is not trying to move to fast.

Hmmm... I'm not to sure what that could mean, but hug him out of the blue. Or tell him that you like his hugs, compliment them. Then he will know that you are open to hugs almost anytime.
