Cus he does what his been programmed to do. Human resched point of making our own decisions thus gets to be judge on actions we make.
Because a bears gotta eat. God built animals to eat each other. Even the cute, adorable, fluffy ones.
Animals are not self aware, aware of G0d and are incapable of sin.

I think the argument is that he doesn't have free will, or the perception of good and evil only instinct
