Personally I think earth is hell. If hell exist in the sense of fire doom and fury it stops being hell. At least from our own perspectives cause we can adjust to anything we can grow to love pain even.
True hell would never be a place where the lines are clear, clear lines = easy to adjust, thus not hell. Life on earth however nails it. It dangles a fruitless pursuit of happiness where everyone believe they can be happy or have their dreams come true, it will always be out of reach and if you do get it, it will be taken away from you. Nothing here is certain. So it's hard to adjust to a ever changing environment where everything can be turned upside down in a matter of just a single second. It always leave you with hope and the possibility that you can be happy,, so you will follow the carrot until you die or die trying. That to me is true hell. So the devil has to be whoever or whatever is in charge of earth then really.
As a believer, there is no basis to believe "the devil" (not the proper name) pictured above is how he looks.
Satan (not his real name either), is still part of God's adminitration, if either persona really existed. He is far less dripping with evil as most assume he is, and more closely resembles an overzealous prosecuter.
At least, so says a UCLA professor, Henry Kelly, who is also a former Jesuit seminary. I recommend his book Satan: A Biography. He clears the air on a lot of notions people have about him.

Listen very carefully for what I am about to tell you beautiful (possibly innocent) girls. Anyone can be evil regardless of gender though. I believe men and women are "generally" evil in different ways. All due to something called nurture. Women (not all) do so through sex, manipulative lies and other emotionally hurtful things like dressing provocatively, creep-shaming, villifying men, etc., while men (not all) do so through physical/emotional threats. Many men even vilify their own gender. And then of course there are exceptions for both. Hopefully both groups are rare, but they both further add fuel to the narratives, double-standards and gender-specific disadvantages/advantages that already exist, and in turn harm innocent and/or good men and women. I've been conducting and researching gender differences for many years and I must say: the results are extremely disappointing. And that's an understatement.
As to how it all came to be in the first place? That's another matter entirely and also the most important matter. I believe women (not all) today are worse overall, but the funny thing is... it most certainly began with the very first men (again not all), who abused their roles appointed to them as caretakers and the leaders they were supposed to be. They were sexist, arrogant and evil.
I hope this all makes sense and I may be DEAD WRONG about some things. It's very complicated, but very important to understand if we are to get along. Communication and understanding (empathy) is key. Men and women generally have it different in life due to different life experiences, which in turn affect their actions and thinking patterns. And then there are experiences we may share and experiences exclusive to one's own gender. Men and women are not innately different. They became different. Everything is nurture.
