Sure, God regretted creating man and disposed of them with a flood because they were all so evil. Looks like we are going back to the days of Noah today. These heat waves are just a taste of which is coming from down the blvd.
No if you're perfect you feel no such emotion as regret. Also no one is perfect except god (in my belief).
Us humans have a choice of what we choose to do. We have free will and a sense of right and wrong.

I think a perfect being will be perfectly lucid and intentional will every single decision that they make. Even if a decision they made had some bad consequences, it was probably still the best decision they could make with the limited choices they had at the time. If they were to turn back time, they would make the same decisions because any other decision would have resulted in a worse outcome. So, I don’t think they would feel regret because they would know that they have already made the best decisions possible to produce the best outcome possible and things have already turned out the best that things could possibly be. They will not feel regret because they know in their bones that they have made the right decisions.

A perfect being will also be able to recognize and properly react to pain, happy, and sad appropriately. Perfect is perfect although “being” participating in imperfectness is not possible.
