Is being the head and not the tail (Deuteronomy 28) about obeying the 10 Commandments?

I used to think it was about observing the inspiration of enlightenment but now I think it might be about keeping the Ten Commandments

In the context it sounds like if the people are obedient to God then they will be the head of nations. So I think you are pretty much correct in your newer understanding, although if we apply it to ourselves I would say that it requires following the deeper meaning of the Commandments. In other words, more The Sermon on the Mount rather than just external adherence.
