Our minds are just really good at finding patterns and every time you see these numbers you make a subconcious note. Our mind look for things that stands out just in case it might be important, mostly it's not at all that important, but the subconcious mind aren't aware like we are, it just does what biology and genes has 'told' it to. Like having excessive amount of anxiety over everyday normal things.

But I think it could be a positive reminder to keep being mindful if you where to code these numbers in meaningful ways. Like mantras. Though it would just be exploiting our own nature for our best interests, in my opinion. It shouldn't direct you, but keep you mindful of your goals.

You are seeing them because you are looking for them. There are numbers everywhere. If they are completely random, then 1% of all three digit sequences will be "angel numbers". If you decided that sequences of consecutive digits like 123 were special, you would find a lot of them too.
