The one doing the evil thing. People should never stand by and do nothing but i can understand why they would not get involved in case they get hurt or injured. For instance a old or young person, pregnant women or disabled person would be at greater risk if they get involved in a violent altercation, especially if there is a gang of them with weapons.

But however, they can call the police and be a witness to it, there is nothing stopping that. I am fully for the imposition of such moral and social responsibilities particularly in a modern world where so many younger people have a do not get involved or do not care approach. People do have a responsibility to take action when they witness wrongdoing.

You gotta be kidding. The person doing the evil things is much worse than an innocent bystander. Police almost always recommend that a civilian not get involved, it's too dangerous... contact the police, who are trained, and let them handle it.
