Maybe not to a God, but I consider wishing or trying to will something to happen the same thing as praying. A Wiccan trying to cast a spell is just another form of prayer as well as rituals that are supposed to do a thing or make a thing happen. ... with all that said, I bet a lot of them do pray in the normal sense of the word.
