Of course he did. You would know it because it comes from the apostles. After all, if there's a doctrinal issue, the Bible doesn't tell us to go to the scriptures to resolve it, it tells us to go to the church. Besides, in the first three centuries it was the church that share the word of God. You would have to show that that changed, and that's not historically possible
