I hate to break it to you but "International women's day" is just more communist pandering. Women like to be taken care of, communists love to pander to women because the idea of the state protecting you and keeping you safe is easy to sell to them.

But honestly, never ever heard nor read anything, ever, about no-one saying "Happy women's day" to each other, until now

Yes, it literally means "Happy women's day", both in Polish and Russian. You can also say "Happy 8th of march", but it's not literal, it roughy translates to "Best wishes for the 8th of March".
