Why public nudity is allowed in Philippines?
I seen a photo in that a small girl is there with many naked guys of curse there other two clothed girls are there but why that small girl wasn't restricted.

I doubt it. Nudity in public isn't legal anywhere. At least not once you've hit puberty. If you want to call a toddler playing naked in a fountain nudity, then I guess it's legal
Most countries aren't too strict about it if it's not exactly on a playground and especially if it's for raising money for charity, such as the American pie inspired naked mile or nearly naked mile races do

Noo its a tradition ONLY for that school. No other school does that. It's called the oblation run where guys run with nothing on around the campus except for a paper bag on their heads. Generally public nudity is frowned upon

A lot of girls are attracted to money not only Filipinas. Although, I do admit there are many who marry foreigners in hopes of moving on to a better life in another country. It isn't wise to generalize girls though. There are many girls who aren't attracted to wealth and don't care about it.
