Public nudity itself isn't wrong, but since it's unhygienic and may spread diseases, it may be problematic. If a naked person sits on a bus seat, then the butt bacteria may be smeared on it and the next person who are going to sit there may get some of the bacteria in them. If you've small cuts etc. you may get infection from previous naked butts. Not everyone are good in wiping their ass. It may make a new health crisis. Clothes protects us from some injuries and infections in addition to keep us warm.

In my city it is legal for women to walk around topless and people often do at certain times. But tourist sometimes do it to do it and may paint their tits.

In general, public nudity in our culture has more untoward consequences than benefits, but I do agree that there should be some places where nudity is acceptable, such as portions of beaches and lakes.
It should be acceptable. I'm not saying this to be perverted, it's just part of nature. Nudity is also a fashion choice. People should feel free to wear anything they want. Even they're not wearing anything. Even if people aren't fined, that doesn't mean everyone will decide to strip in public. People need to realize that nudity does not equal sexual.
I believe there can be a time and a place for it. I think female toplessness should be allowed anywhere male toplessness is allowed.
I think designated beaches and other secluded areas can be set aside for clothing optional use.
But, in the general public, nudity isn't appropriate, and I don't support it. Let the punishment fit the crime. Not everyone needs to go to jail for it. Fines can work too.When you say public, what do you mean? In the street, or at a beach etc?

Well, most people are products of their environment, so different people will have different opinions about this.
In the countries I've lived, there's a distinction between people who are sunbathing topless or nude on a beach vs people who go about walking naked in shopping malls and next to schools. The distinction being people will generally turn a blind eye to the former as long as you're not harassing anyone and minding your own business while if you do the latter, you'll have law enforcement on your ass (literally) before you can say "I'm naked and I'm lovin' it!"
Also, depending on country, sometimes going into the sauna or hot spring, nudity is mandatory. But those are appropriate places for nudity in the countries that have them.
Also public nudity is generally allowed, within specific locations, when there are such events like World Naked Bike Ride, which, if I'm not mistaken, is a yearly global event. Well, a yearly even at least in countries where public nudity is allowed under certain, specific circumstances.
I am happy to say that God has not yet smote countries which adopt such a policy with public nudity, nor have these countries self-destructed due to what some may perceive as immorality.I'm a firm believe in expanding individual liberties. I'm also a nudist. I believe the choice of what to wear or not wear should be left to the individual. I also believe that given the choice, you won't see widespread public nudity. "No Shirt, No Shoes, No Service" rules will still be in place for most private establishments, as will dress codes for schools, places of employment, etc.

I would feel more comfortable if it was at designated spots. So you can avoid or go... depending on what you are trying to do.Public nudity is not a thing we want.
Imagine standing on the bus and a naked dude presses up against you while the driver brakes. Or imagine accidentally touching someone's genitals while bumping into them.
Humans are sexual beings. You can't expect us to look at a naked person of the desired sex, which you may find attractive every day and not get aroused by them. Especially for guys having an erection can be uncomfortable.
The reasons why nudist areas exist is because you CONSENT to seeing people naked. I was there with my mom once as my mom loves nudism and I can't say I enjoyed it. It was a disgusting experience for me and talking to someone was the worst experience ever.I don’t think there should be any fine... I think that it should be treated as it is. A sexual offense. We have in Germany areas for that. Nude beaches, nude parcs and our women can sunbath topless. Also we have lots of saunas and of course people are nude there. Also it is allowed to be naked on your own proverty and garden. I don´t see anything wrong with it. Every area is marked so you can see if you are allowed to be naked there and you won´t be surprised by it.
My one major question is this...are we talking, you walk into a grocery store, and there is a man/woman standing there naked, or are we talking, they are on a nude beach because I really do think there is a difference in acceptability. Are parents okay with nude men/women walking down the street when they have their children with them? I mean really, I think there has to be a limit to "freedom of expression." There is also the hygiene thing. I remember hearing this public figure saying once that if women have an issue with the high price of pads/tampons, then they just shouldn't wear them, but do you want to sit in someone's period blood, or any other bodily fluid because they are freely allowed to be naked in the same space as you. Time and place---I'm cool with there being designated areas for people to be as free as they want, but not everyday, everywhere.

Different countries have different laws. One law in one country doesn't apply to all. So no it shouldn't be fined or punished. Women should move on and accept that in some countries its acceptable.
