If it fits your personality, then no. I have a female friend in her 50's that sends "xoxo" after each text and I don't think anything of it.

If you are typically shy or reserved and it seemed out of the ordinary for some reason, then yeah I'd consider it flirting.

I agree, it is ridiculous. A heart doesn't even look like a real heart anyway so it's just like the 'XOXO' symbol. And that doesn't mean anything either. People are so quick to assume that someone is in love with them just because they probably have never gotten any sort of affection before. Even if it's fake affection that doesn't mean anything.
