Why is it inappropriate to see girls in their underwear but not in a bikini?

If a girl posts a picture of herself in her underwear she'd probably get called a slut or an attention whore. But then its okay for her to post in her bikini.
Yes one is underwear and the other is a bathing suit but look, they are like the same thing. Unless the girl is wearing like a thong of course but its pretty much the same.

I don't think there's a difference, but I won't even wear a swimsuit in front of people, nor will I even change in front of my boyfriend. I'm super self conscious so both are never worn in front of people.

It's to do with consent; if you wear a bikini out, you're choosing to show your body. If someone sees you in your underwear then probably they're in your private space and you're not choosing to let them see you

Well it's the same with a guy wearing trunks but no shirt. If he went around all day without a shirt people will call him a douche showing off but at the beach it's expected to have your shirt off.
