No the baseline intelligence is the same, it comes down to their life choices and culture, but if you took tests worldwide to measure white people would perform better but that is due more to better preparation, education.

And again it comes down to culture, cultures like Asia and Europe advanced more quickly because they were civilized societies that pushed their boundaries in any many areas and were constantly fighting wars in all parts of the world which forced to adapt and make better armor, better weapons, stronger buildings etc, etc. While Africans didn't have that need they were conquering and fighting all over the world they were largely in their own country and fighting off foreign invaders but also couldn't really advanced their tech because of lack of resources like tree's or precious metals for the most part but also because they weren't forced to adapt like Asia or Europe had to unlike Asia or Europe who were constantly expanding territory and resources and also had to deal with things Africa didn't, Africa had an abundance of resources and they weren't fighting on tons of different fronts like the other two.

Now a days it's because of life choices and lack of education

But all if not most races have the same baseline intelligence it just comes down to life choices, opportunities, education and a drive and a will.

i think you'd have to really get into psychology and neurology to know if the brain of a black person has a different cognitive functionality than white people. my wife has her Phd and says there is no difference in baseline intelligence.

if you took tests worldwide to measure white people would perform better but that is due more to better preparation, education (and really comes from a socioeconomic advantage)

if they grow up in the same (or similiar) culture then their intelligence is the same. however when they grow up in a completely different culture with other values and lifestyles their intelligence still is not lower. but it likely won't fit into our standards which makes them seem "stupid" but it could just be that they dont care about logical orders of numbers but rather about surviving in a dangerous environment (could be jungle, war, ...)

Generally, I evaluate people by what they actually are able to achieve. I think white people have built lots of good things in this world.

Intellect can hardly be attributed to race. The only reason why whites became dominant in history is because we were forced to adapt to much more hostile environment - ice age, scarce resources, wars, plagues, etc. and thus became more aggressive, had to develop technology faster. Europeans have fought wars since time immemorial where more peaceful people like Native Americans and Africans had abundance of resources and lands, better climate and where not forced to change and adapt.

@StickStickity13 I doubt it. Intelligence is a concept. Not an actual quality. It cannot be measured, it is strictly individual and varies in time. People are not smart or stupid. They're more or less adaptable. More adaptable people come up with clever ideas faster and easier. You force a group of animals long enough into hard conditions and they will figure out a way to deal with them. Less advanced people simply never faced such overwhelming odds. And nowadays they're not even allowed to develop properly into a successful nations.

First you'd have to define exactly what you mean by intelligent. If all you mean is a score on an abstract test then the answer is yes, on average.

The larger question is what is the significance of this fact to the individual. What difference does it make except demographically? How does it in any way change how you should treat a person?

So really it's about baseline intelligence. all things equal (and birth is really the best chance to gauge... although even then there are variances) it's all the same.

@bcromartie very interesting read. i'm surprised that they would dumb it down to something as simple as victim mentality though. do children (like 5, 6,7 year olds) really know what being a victim is? i mean i'm a black kid and had no notion of any theoretical or practical educational gap (real or perceived). The article does state that comparable education is really the great leveler, which should be obvious.
