No , she could not pass for a grown woman, and older teen (last year of H. S., college freshmen or sophomore) definitely, someone of legal age, sure. Right now the legal age of consent in the U. S. is chosen by each state, at one point we had a state that had that age set at 14, most now set it at 18, but quite a few have it at 16. Apparently someone has thought it was a good idea to compile this information as it's available easily online, including age of consent laws around the world also. My personal opinion, and not from any prurient reason is that it should be standardized nationwide at 16 restricted to those within 2 year of age, with the additional age of 18 as complete age of consent (no age restriction),

Yes, she could pass for and 18-19 year old. No, the age of consent should not be lowered. Even if a 15 year old girl looks like she's 23, it doesn't meant that she has the mindset of a 23 year old.

A girl that young shouldn't be able to consent because young people are generally more susceptible to peer pressure, so they'll do what the crowd does. They usually won't decide things for themselves and instead look to their peers or adults for answers. And that adult may be the one who's pressuring them in the first place.

It is very rare for a girl that age to be that developed, so no the age of consent shouldn't be lowered for the sake of a few outliers. But I think if you are within 2 years of each other in age, you should be exempt from prosecution.
