The "Rapper culture" exist beyond just the rappers themselves. As for women showing their breast that is fairly normal in such a concert environment and not exclusive to rappers.

The problem with rappers is that they are surrounded by women who are chasing clout or don't have any sincere interest but to date somebody who has cash or is famous. They find out about this behavior and express it through music, no way is an intention to hurt normal women with this words.
