I have bad grades, but I'm in the IB Program. Do I have a chance at college?

I'm a junior in high school and I come from a family that has always been successful in school and education in general. I feel like a failure for being the only one in my family (even my extensive family) to get such low grades. I'm kind of paranoid if I'm ever going to get into college. So here's a summary of almost everything I have done in high school so far:

GPA:

Freshman Year - (Semester 1: 3.43) (Semester 2: 3.29)

Sophomore Year - (Semester 1: 3.43) (Semester 2: 3.00)

Junior Year - (Quarter 1: 2.00)

Overall GPA (Grades 9 &10 only): 3.39

Overall Weighted GPA (Grades 9 &10 only): 3.94

HSA SCORES:

Algebra - Passed (458)

Biology - Passed (462)

English - Passed (433)

Government - Passed (450)

Total - 1803

CLUBS:

Freshman Year - GSA

Sophomore Year - GSA, Culture Club, Green Club, Future Doctors & Scientists

Junior Year - GSA, Culture Club, Philosophy Club, Library Action Committee

LEADERSHIP POSITIONS:

Freshman Year - none

Sophomore Year - none

Junior Year - Culture Club (treasurer & vice president), Library Action Committee (secretary)

COMMUNITY SERVICE HOURS: 505.5 hours

So my grades have been plummeting and I'm so scared because even though I'm taking challenging courses, I heard some colleges/universities do not even look at weighted GPA. Should I continue with the IB Program? I really like it and everything and I love challenges. I don't know if this will look really bad on my applications though. There's a lot of competition nowadays and I don't really know what to do. My counselor isn't of any help neither is the career center at my school. I've already researched and I don't find anything new. I can only turn to this and ask for tips, comments, and your own experiences.

What should I do? Comments? Tips? Please give me feedback, anything at all would suffice!
