Breasts are, as you called it "secondary sexual organs". However, they are primary maternal organs, because they are used exclusively to nourish a baby for the first 1-2 years of their lives. In that sense, that is the single most important role of a woman's breasts. A raison d'etre if you will. And because of that, we - both men and women - have assigned a sexual symbolism to women's breasts. Because sexual signals are anything that shows a partner is healthy and has well-developed physical features that favourize the propagation of our species. At any rate, it is inappropriate for women to show their breasts because it is not possible to divorce them from the symbol of motherhood that they represent. Everything is linked to reproduction and child rearing. That's why women have so many beauty products and opportunities to show their beauty. That's why we feel attracted to other people. And that's why workplaces and schools enforce dress codes in order to try and keep our primary sexual urges in check. Men have a penis and a brain but only enough blood to pump to one of them. And also if you leave men alone to fight over women, the human race would die out. So you need to try to think with your head, not with your hormones when you're in public. Sex is free to practice whenever, but as long as no one else sees you, because then the caveman/cavewoman genes kick in.
