Just for simplicity's sake I would say Spanish. It's commonly thought to be the easiest language to learn and has less weird bits of grammar than most other languages.

Doing it fairly, I'd say majority rules. Whoever has the highest population. That would require the fewest people to have to learn. It's more efficient.
I think English is great to learn, but if you ever get angry at someone you should learn an angry sounding language like Japanese or Russian or German, its quite fun!
