It's an idea pushed by the media. What you'll also notice is that in many movies especially today, male villains are usually blonde haired men while the good guys are not. Either that or they're portrayed as being effeminate. While blonde women are portrayed as dumb but very sexually attractive, the opposite is true for men.

So basically it's the idea that white blonde men are bad and unattractive, and blonde women are dumb sex objects.

The reason I think is simply because there are certain types of people who work in the media who are anti-white, and blue-eyed blondes are the palest/whitest of all. This all started to happen after the 50s, after the second world war right?

Environmental effect of blondes, early on, being treated as sex objects and thus largely behaving as sex objects. And acting like a sex object is harder (though not impossible) to do when one is intelligent, so such blondes don't bother to develop their intellect.

as a blonde myself I think sometimes we play into the stereotype a little either to use it to our advantage or just to laugh off a silly moment as a "blonde moment" that's why I believe it's still around I mean it's not offensive to me unless someone doesn't take me seriously because of it. as to why it came about its more than likely something in films etc however being played up by women who dyed their hair blonde to appear attractive. in times gone past it wasn't always attractive for a woman to be viewed as strong willed and headstrong it was to be innocent niave and ditzy

I think people want to believe they are dumb cause they are viewed as better looking by stereotypes and nobody wants to believe others are both better looking and also more intelligent and also more wealthy than themselves so they try to equalize things

That stereotype started with a fake blonde - Marilyn Monroe.
She dyed her hair blonde, but this was her natural hair color:

Marilyn was jealous of blondes, because they were more popular among most men, that's why she created a "dumb blonde" stereotype in her movies, so that men would think that all the blondes were as stupid as her movie role characters.

Because blonde is a recessive gene, so there are fewer natural blondes in the world than other hair colours. And going to the financial and practical issues of doing a fake colour blonde, means that the person cares about their looks, and may be more vain, therefore prioritizing external rewards and attention, not internal ones like character.

(But to be fair, I'm not saying these are all true. But it is how some people see them.)

The media likes to portray them as "dumb" because they believe that "bleach blondes", the ones who dye their hair, all the chemicals from that dye, gets in to the brain, and causes problems. There's no proof of it, but, that's what they believe

It originates back in the 50s, if I'm not mistaken after the war, when everyone started getting jobs and blondes were considered more attractive. And because they were more attractive, whenever they went to get a job, they were usually hired right on the spot. So it's not that blondes are stupid, but intelligence plays a secondary role for blondes. I guess many stupid girls actually dyed their hair blonde.

Presumably, from the idea that blondes are sexy, and that sexy people don't have to put any effort into being intelligent, and so don't bother. It's not a well-thought-out stereotype, but then, most stereotypes aren't.

I don't really know, in some Asian countries the same stereotypes exists for pale-skinned girls. They call those girls "white paper". They are light in skin color and considered very dumb.

Blonde hair typically goes away by your twenties. As well being uniformed is typically equated with being dumb. So since most blondes are young; and most young people are uninformed. The stereotype derives from this phenomenon.
