I completely understand where you're coming from, but I'd also like to respectfully point out that men and women are not on equal ground in this situation. Men don't have to fear aggression from the whistler if he ignores or rejects her call, and they don't have to fear being followed home. Women do. The vast majority of women dislike being whistled at not at all because they don't like knowing others find them attractive but because that attraction often comes with a price.

Why do some people carry money in their wallets when they go outside of their house and then get mad when someone robs them?
Why do some men cry every once in a while to get their emotions out AND THEN get mad about someone calling them a pussy and not a real man?
Why do some people go swimming in a public pool and then get mad when I take off their swim trunks without their consent and hide them?

Things have been robbed from my car a couple of times. One time I left my laptop in the passenger seat, and forgot to lock the doors. Another time I left my wallet on the dash, and forgot to put my passenger side window up.
Each time the robber was at fault for stealing my stuff - but I was also at fault for not locking my car. Thieves shouldn't thieve, but they still do knowing that it's wrong because assholes have and always will exist, therefore it was stupid of me to leave valuables on display and easy to reach.

Although I see where you're coming from, I believe you're wrong about being at fault for having your things stolen. Having been able to prevent a situation that arose is not at all the same as being at fault for the situation.
Imagine that you sent your daughter to the store for some eggs and, on the way, she got in a car crash and died. You sent her to the store knowing car crashes are a leading cause of death, and she only died that day because you sent her to the store. And yet you are not going to be blamed for the death. Similarly, by leaving your car unlocked, you failed to prevent your belongings from being stolen, but you did not cause them to be stolen.
And so it's even less accurate to assume that by dressing sparsely, women are relinquishing their right to be upset when she is catcalled (my argument, mind you, is completely independent of the argument that women have or haven't the reason to complain when catcalled in the first place) because a woman can and will receive whistles no matter how she is dressed. - +1 y

@ACupOfFrosting I completely agree with you on this point. It doesn't matter that some men don't mind being groped without giving consent, because it is still, by definition, sexual assault. There will always be those that do not want to be touched inappropriately without having first given consent and any person who ignores this fact by valuing their own opinions above all of those of others is a danger to those around them, particularly women, who are at a far greater risk of being sexually assaulted. Many of the comments on this page, in fact, provide insight on why men are shown to sexually assault women so much more frequently than vice versa.
