Yes with emergency protocols. It went through the required testing phases but those testing was overlapped. So half way of phase 1 was going on phase 2 was ramping up, half way phase 2 was going on phase 3 was ramping up, half way phase 3 was going on mass production was underway.

Any failure during any testing phases that overlap was a huge financial risk but that's what you do under extreme global crisis, just throw more money at it.

No, and given the level of ethical malpractice that would require, we should ALL be grateful for it. Three vaccines have been granted "emergency use authorization", but that's not the same as approval. It is not FDA approved. The vaccine companies were granted "emergency authorization" to distribute the vaccine.
