Most murders are actually done by Hispanics. Blacks just get convicted more than Whites and Hispanics, they don't do more crime in comparison to Whites and Hispanics.

White cops are killing black people mostly because of racist training and personal beliefs. Black people are killing each other, specifically when they are poor, because they've been held down in a lower socio-economic class through inequity and racist practices (sometimes intentional and sometimes unintentional). Poverty creates crime.

Police officers aren't mean for killing a few criminals who get aggressive under a traffic stop or during an arrest (most of the shootings happen with people who already have a warrant out for their arrest).
