@rcljr - Using your analogy, I can say that just like pigs in mud, it's hard for the pig to change its habits (beneficial or not) because of how accustomed it has become. That's the pig's nature now. And since the pig wasn't born into different circumstances & taught different habits to form, why would it want to change? It has its own hierarchy of values keeping it afloat. Why would it want to go to an unfamiliar environment if everything is working out okay in the place they understand? So to a certain degree, that pig's fate is out of its trotters. And it was first summed up by extrinsic means.

Too many single parents, too dependent on the state instead of each other. Under performing schools that are resource starved. Lack of ambition, lack of motivation, people turning on one another, and looking back not forwards.
If I'm even close to the truth, these are very difficult things to solve as it takes a lot of money and time by officials if they were motivated to do so, and would need to community to change attitude also.
