I would say mostly B but some of A.a lot of reactionaries say it's patronizing to black people for the left to say black people can't become as prosperous as white people on their own. Well it's not that we don't think that black people can't "pull themselves up by their own bootstraps", it's that we realize that the government gave out a lot more bootstraps to pull themselves up by to white people (i. e. homestead and federal housing act) than black people. So for white people to say that black people should lift themselves up by their own bootstraps like they did is just pretentiousness.
*But, but, but my ancestors came here from Europe and didn't get squat from the government but they still lived the American dream. -And there were people born into slavery who became millionaires but we're talking about the systemic problem, not why individuals don't succeed.
*But, but but Asian Americans faced discrimination but they're more successful than white people because they overcame it. -They overcame the racist immigration quotas that only allowed the most well to do families to move here (i. e. there's a sampling bias).

Other: The American Gov keeps people divided to take more power from the individual, kill personal identity, and profiteer to selling off house and senate seats. The US Gov has a giant boner for screwing us over for personal gain by keeping us fighting over dumb sh*t when we have a clear way to solve the issues. People want to talk about their poor individual choices but they haven't lived their own experiences or stepping into their world. Don't get me wrong, I most certainly haven't either. And yes there are "black" and "brown" people who have it better than me, a straight white male simply for having been born into an actual family structure of some kind with parents that gave a damn. I didn't have that so I was a mess of a child growing up.
And I suspect the fact that because so many "black" and "brown" children never got the chance to know their fathers because of a continuation of a vicious cycle that could be stopped if the gov took a different approach to the incentivization of breaking up minority family units and profiteering on locking up "black" and "brown" men that they cycle could be broken in just a few generations. As few as 3-4 in fact. Instead they try to promote disloyalty among spouses of these groups especially to do everything they can to keep them down. The whole purpose behind Planned Parenthood was for the purpose of genocide towards "black" people in particular. It's not even a secret at this point. The founder wanted to remove the "undesirables" from society with a eugenics program. And still to this day you will find PP facilities most in minority communities but especially amongst "blacks and browns".
I'm pretty centrist on most things and lean left on some issues but right on most. But even I can see and admit this plain as day that this crap is going on and that we as a society need to stop this nonsense and REFORM criminals. Not beat them down or punish them so they do even worse crimes next time. I mean actually try to turn these people's lives around and show them a better way. Most criminals are criminals because of deep seated psychological issues, troubled pasts, and also never being show HOW to do day to day tasks. Sounds foolish for me to say that but it's just the truth. It has nothing to do with their skin color. It's a fact inner city schools are still using outdated textbooks from like 40 years ago! So many dont have parents around and so many even go hungry as children which also hampers physical AND MENTAL development.
Even though slavery was abolished some hundred years ago, the law to no longer separate "blacks and whites" in public institutions was put into action a mere 50ish years ago (1964). So "blacks and white" are only equal by law for 2 or maybe 3 generations.
The next thing is descrimination, not only in the US, people with strange or foreign sounding names or from the wrong neighbourhood have to write a multitude of job applications to be invited to a job interview. Even when they are equally or better qualified for a job, companies won't hire them.
The next is also true in most countries, but its really hard escaping poverty once you are poor. Espacially in the US when you (or your parents) can't afford a higher education you are fucked.
Also those who are poor generally have also lots of debt, so every dollar you earn extra and may invest eg. into education or other long term plans, gets taken away maybe slightly reduce their debt. And often debt ls inherited.
So to summarize, being poor sucks and its hard or almost impossible escaping poverty, and many black people are poor because of hundreds years of slavery and seperation alongside descrimination.
It’s not just one main cause, from not getting reparations after slavery to segregation to redlining etc. You know what’s a shame, if Black Wallstreet didn’t get burned down we probably wouldn’t even be having this discussion because there wouldn’t be as big of a gap maybe not one at all
They say that social policies by successive governments have adversely affects poor families and that happens to have adversely include more non white areas. If at all true, we might conclude that racial profiling might have been one reason, but it's likely one of many. Such as favouring areas where there are richer and more influential voters.
B. But the "poor individual choices" thing is the wrong way around. People who worry every day about putting food on the table have an effective IQ about 8-10 points below what they're capable of; people make poor choices because they are poor.
It is due to individual choices. That is why foreign Black people come here and are successful in life because they don't try to claim they are victims and actually work for a living, go to school, and don't commit so many crimes.
