  It's not fixing anything long term. People tend not to change their habits or customs just because the gringos show up but they appreciate the help while it's their. And, if course, the natives dismantle and take or sell all the equipment as soon as the peace Corp workers leave.
  The workers are doing a service, if only temporary. The natives are seeing other ways that might help them and if they don't change it's on them.
  The workers get life experience in culture, language, diplomacy, conflict resolution, project management and a little politics.
  We're not changing deep seared ignorant habits and customs... their too ignorant or lazy to change... or... the government comes in and dismantles everything and takes and sells it for themselves and leaves the natives back in the shyt.
  There might be some naive workers but eventually they figure it out.
