Historically higher power cartels "retire" into Mexican resort compounds. High heavily guarded walls with preem interior beaches and high quality hotels. Take all that historic illegal money and invest into high earnings legal earnings. That's ultimately the name of the game. That's risk vs reward capitalism at it's finest.
