What does it men when a guy meows at you?

OK well literally "meows" like a cat :/ I was walking through the mall today and this guy looks at me and meowed, I don't know if I should be flattered or insulted...

I had a very similar case, guys! Once, having walked out of the elevator I saw my boss... I guess he had a frisky mood or something, well, he meowed at me! And he was smiling. It was so strange... I did not know what to say and I meowed him back! Lolllll
