NATO is responding by increasing its defenses along their borders, and other countries are responding by considering joining NATO when before they would not. That is going along because of the violence Putin is raining down on peaceful Ukraine, and the threats he is making against other countries in the area. USA is actually holding back from even providing a no fly zone because Russia would use that to spread war further.
