A person born in the country in question... a natural resident of the country.
If a foreigner... someone who has gone through all of the steps and processes to become a citizen... speak the language, have a job, live in the country a certain number of years, take and pass a history and citizenship test... etc. and then the country has to grant the citizenship. It is a privilege they bestow... not a right the foreigner has.
I'm not sure if all countries allow foreigners to ever be citizens. I think most have a process but I'm not sure all do.
ps - Most countries I think require the parents to be citizens to. For example... you can't take a month vacation in another country while pregnant and then go into labor early and have the child... then move back to your home land and expect the country you had the baby in to consider the child their citizen. Most country's do not allow that as far as "born in the country" goes. Most countries consider the children of the citizens to also be citizens but not foreigners who are traveling through, their kids aren't citizens.
I don't get to define it as I please or perceive it...

if you refer to green cards, the law is very clear about that
a green card holder is a lawful permanent RESIDENT, it does not grant you a citizenship
while an immigrant without documents is just an illegal immigrant to the law
so, none of them are citizens to the government of the USA

It is somebody who either was born here or has entered the country through legal channels and has lived here for a while and has taken and passed a test and has taken an oath of citizenship.
It should never be given to anyone entering illegally.
