Why doesn't the USA start using island penal colonies for offenders that have life in prison?

We do have some history with that concept. Fort Jefferson is located in the Dry Tortugas Islands in Florida. It is the home of Fort Jefferson, which was a prison and which is famous for having housed Dr. Samuel Mudd.

Our population is too big for that to work. We do not own enough significant islands. The only real islands we own are Hawaii or territories, all of which already have populations of people. Another thing is that exile has been ruled as a violation of the U. S. Constitution's 8th Amendment, which bans cruel and unusual punishment. The only unpopulated islands we own cannot sustain a population for long without shipping from the other states, which would drive costs up like crazy.

I believe that one person's freedoms end where another's starts. By raping or killing another citizen you are treading on their freedom. Heck I think such acts are grounds for treason charges too. Take em out back and smoke em
