Investors or cops watching my house?

Anyone with legal background can tell me why I saw detectives watching my house? When I approached them (they were in my neighbors parking I found it odd) they asked where my sister is..(She had some dealings with police months ago, dvo) her and her partner, but neither of them wanted to go ahead with this order they both refused service of the document so we assumed it died out. Anyone with legal background or knowledge have any idea?
