Racism is a belief in the inherent superiority of one racial group over another.
Democrat Slavery was racist. The Democrat Trail of Tears was racist. The Democrat Japanese Internment was racist. Bigoted slang regarding Inuit is not racist.

Mexican is a nationality, not a race. If someone is not from Mexico they are not a Mexican so it makes no sense.

  you can be from Japan or South Africa, Germany or the USA... and it won't make a difference as to nationality, you can still be Mexican

  Nationality = what country you are from/born in. ex. American, Mexican, Canadian, etc.
  Race = White, Asian, Black, Hispanic, etc.
  Ethnicity = Irish, English, German, Spanish, Japanese, Korean, Haitian, Jamaican, Cherokee, Mayan, etc.
  
  If they are not born in Mexico, they are NOT Mexican. They are likely Spanish mixed with one of the Native American tribes/ethnicities. Just like if an American goes to England and has a kid, that kid would NOT be American because that is a nationality (Where they were born) and has nothing to do with their genes, etc.
  
  Many people get those things confused and the government frequently mislabeling things is largely to blame.
