What is True Power? Is it the ability to claim yourself a victim, while being able to manipulate any result you want without question?

I think often times power is hidden in perceived weakness.
It is the ability to artificially create problems and smash any dissent while still playing the position of the underdog.
We see this throughout history, where many Tyrants were able to rise simply by playing of the sympathies (and insecurities) of others. Often times they used "Us vs Them" type mentalities to make their side appear weak and righteously deserving of giving retribution for some previous perceived crime.

What is Power, if it's not the ability to hold what is perceived as a "moral" high ground, while manipulating forces to your cause? Regardless, if it's based on truth or not?
