In the whole world? Probably Australia, Canada, or Germany. US and UK used to be great but reality is so much sadder these days.

Note that Europe is a lot behind on immigration laws so it can take years to get citizenship and have the same rights as someone born in the country. Compared to Canada, Australia, and New Zealand which are historically built out of immigration, there are some differences. But you already get very strong protection, even if you don't have a stable job. I picked Germany because it has many work opportunities and good worker protection laws, but smaller countries like Sweden can make a lot of sense if you manage to get a job there.
