I got the impression this entire event was meant to be a "see how energetic this man is!" propaganda piece that backfired spectacularly.

The bottom line is this: nobody cares about imagery; they want to see action that beneficially impacts their own livelihoods. Anything short of that is theater as far as anyone is concerned.
