Who is supposed to greet the other person first?

The person entering the room or the person who was already in the room?

I tend to walk into a work without approaching people first because I’m shy. There’s this one person who gets offended and says “GOOD MORNING” aggressively as if I was wrong for not saying it first. I don’t see the big deal
