Take over? No. How ever the technology is pretty much already there. I do not think that they will ever make privately owned passenger vehicles completely autonomous.
With all the bad and crazy drivers then I would be happy they would all be but there would be no cops to write speeding tickets and they would have to raise taxes or charge more for registration because of the loss in ticket income for the cities
2 generations at least. Red America - where people use their TRUCKS for a lot more than commuting won't want it. In fact, most people don't want it. They will be fine in large cities, but, really, I don't see it happening for awhile.
Besides the tech involved is going down the wrong path I believe.

nah not that soon. Probably in like 30-40. Not until they get less expensive, with better technology, and the normal cars have lived their full lives
That actually depends on the people. Not everyone will be able to afford a self-driving vehicle.

If a self driving car is in an accident. Who will be responsible?

I read a strikingly similar article about elevators. That took off fairly quickly. Maybe longer than 10 years.
