That is true but the reason government feared religion is not because government feared their God. Without religion kill a few and the rest will be afraid, fall in line, and obey. However, if the religious believe they must obey and God rather than man and if they die they will go to a better place, unless the government comes to an arrangement with religious leaders it doesn't matter how many people the government kills, the people can't be controlled.

It is their believe that gives them the courage to fight against impossible odds. During her examination by the clergy, Joan of Ark said, "The soldiers will fight and God will give them a great victory." Without that belief France would have fallen to England because logically winning appeared to be impossible.
