What is the cause of law enforcement agencies’ lack of proper and consistent training?

The responsibility for initial training rests with the establishment of minimal standards for law enforcement certification, and that is usually done at the state level. One an officer is hired, I would think that the responsibility for continuing training rests with the sheriff or chief of police.

proper training and practice cannot be enforced onto police departments, it depends on their own initiative

and then they just neglect it, because they can... and there will hardly be any or no consequences at all

I don’t know that “proper and consistent” training is really the issue. I think it’s more the lack of selectivity in whom they hire to be police officers in some cases. Also, recruitment standards may be in place, but retention standards and revised training are not.

It is more of a regional, city and state issue. There is no national standard for departments to follow because each department has their budgets catered to the resources they have for the community they serve. Budget will play a part in hiring, payroll, training, and retention. Some can afford more than others and the others that can't fill everything have to take cuts in certain spots.

We have a real crissi in America. there is no clear vision of law enforcement and it seems like there is no clear direction. We have groups wanting to defund the police and replace them with social workers. Cops no longer want to invest in training and just want to keep from getting indicted long enough to retire.

The budgets they have to work with, for instance the bean counters at the NYPD thought it made financial sense not to give their officers proper firearms training because it would cost more that paying out on a wrongful death claim due to a negligent discharge by an officer.

Poor leadership, budgets. And lack of time, if you create a society that burdened by the problems associated with the need for law enforcement, that pressure is going to create ripples through the system. The side affect of such stress could be high rates of homicide, gun violence, and all kinds of chaos. Japan is probably a good example of a society that at face value is very safe.

Quality and quantity.

It only takes 8 weeks to be a US cop. No other country in the world has such a short time scale from cadet to on the street cop.

Hence why most US cops are shit or corrupt.

If I had to guess, it probably goes back to the Wild West times. Back then when the Sheriff had to deputize somebody, he just pulled out a bible and had him swear an oath. Police in rural America does not come a long way from that.

They aren't. Only in America. I saw a chart of hours of training required to be a police officer and the US had something like 1000 as opposed to Sweden's 15,000. I might be wrong on the numbers but there is a massive difference. America only has time to teach the self defense essentials and not the political, psychological, or philosophical aspects of altercations to the degree that other countries do.
